Shelly Citra is the Bug type Gym Leader of the Reborn League. She hands out the Cocoon Badge, the 3rd Gym Badge the player receives.
She is timid and gets paranoid easily, but is fairly nice to people. Shelly is also very intelligent and likes to read, even having her own gym a bookcase puzzle. She went to Reborn City to become a gym leader in the hopes to get her brother to notice her. Shelly is friends with Heather, she also used to be friends with Cal, but broke apart after a certain incident.

Story Events[]
Lower Peridot Ward[]
Shelly can be first encountered in the Lower Peridot Ward, where she helps a girl with her lonely Kricketot. If the player accepts the Kricketot, Shelly will thank the player before leaving.
Peridot Ward[]
Shelly can be seen with her friend Cal in Lapis Ward from Peridot Ward after the player defeats Julia but before they defeat Florinia.
Lapis Ward[]
Shelly is officially encountered later outside her Gym, after the death of Corey, witnessing the disturbing image of Corey's body. Victoria claims that Shelly is not in a good state to do Gym battles and suggests the player to check out the Dr. Connal's Orphanage before doing the Gym battle. The player later comes back to challenge Shelly in a gym battle.
After the player goes to meet Cain for the key to Byxbysion Wasteland at Beryl Ward's graveyard, they find Heather watching them, before declaring that she doesn't need any help and flying towards the Lapis Ward to meet her friend. At the Lapis Gym, it's seen that her friend is Shelly but after she feels ganged up on, leaves the gym and is taken up by Dr. Sigmund Connal due to her being underage and without a guardian. The player, Cain, and Shelly will siege the orphanage (the player will team up with Shelly during this time) and Charlotte, Anna, Noel, and Heather escape the Dr. Connal's Orphanage.
Underground Railnet[]
All of them escape to the Underground Railnet, where once the player defeats Shade and activates the locked doors, are captured by Team Meteor.
Yureyu HQ[]
After the player obtains strength, they team up with Cain and raid Yureyu HQ and once again escape through the Railnet, making their way to the Chrysolia Region. The group takes refuge at Tanzan Cove, where they meet up with Laura and Saphira, but soon after attacked by Team Meteor and Dr. Sigmund Connal. After the player raids Team Meteor's hideout, Saphira takes the group to Calcenon City and lets the player travel alone.
Calcenon City[]
Shelly is not seen again until Calcenon City, where upon clearing the path of the giant glacier, starts making her way with the player to find Heather at Ametrine City.
Ametrine City[]
Upon stumbling into a strange house with a beta version of the PULSE machines, Shelly will find a battle pass for the player to challenge Terra as well as a diary by Luminia which discusses the origin of how ZEL was born out of the 3 subconsciousness of Zero, Luminia, and Evelynn.
Upon finishing the diary, Blake will tell the player and Shelly to get out of the house and after being asked if he has seen Heather, he says he hasn't and quickly leaves. Shelly leaves the house and asks a kid outside if he knows where the Guardian Angel lives, which he gives the name Blake.
Making their way to Blake's apartment, Shelly asks where Heather is, to which Blake dismisses the importance of her being found. However, he then gives the option of revealing Heather's location and HMX5 Waterfall in exchange for the Ruby Ring. The player then has the choice of giving the ring or keeping it for oneself.

If the player gives Blake the ring, they are given HMX5 Waterfall and told a hint that the secret entrance is in the apartment somewhere in the apartment.
Upon finding the secret entrance, Shelly and the player go to the shed where they find Heather inside, however Cal arrives and Shelly is scared off by him due to Cal's past anger towards her. Cal releases Heather, who after some explanation takes off to stop Team Meteor while Cal goes on ahead to stop them.
The player then makes their way up the mountain with Shelly, where upon reaching a large flight of stairs, is pushed down and caught by Cal who very briefly tries to makeup with her. Shelly stays behind to think about what just happened, and the player and Cal team up to climb the rest of the mountain up until Blake pushes Cal off. The player then reaches the peak of the mountain and fights Blake.
Finding out that the player has the ring, Blake will steal the ring and make a getaway, leaving Heather's location a mystery. However, when the player steps outside of the building, they are greeted with a newly blue-dyed-hair Cal, who apologizes to Shelly for losing his temper in the past due to his drive to surpass his brother Blake and makes amends with Shelly. Cal then tells the player that Blake's apartment has a secret passage and takes off to stop Team Meteor.
After finding the secret door, the player and Shelly make their way to a shed with Heather inside. Setting her free, Shelly and Heather make up with one another and take to the sky to catch up with Blake. The player then teams up with Cal and Shelly on their pursuit after Blake up Ametrine Mountain. Before reaching the peak, the player is stopped by Aster in attempt to stop them (Due to the player wasting slightly more time from refusing Blake). After defeating Aster, he gives the player TMX Waterfall and bids farewell. Upon reaching the peak, Shelly is defeated in battle and Blake fights the player.
Calcenon City[]
Shelly goes back to Calcenon City only to discover Anna and Noel went missing. She then goes with Cain to find them, only for the two of them to also go missing.
Glass Workstation - The Void[]
Within the Glass Workstation, the player finds that Shelly’s been abducted by Bennett and Zero along with Cain. Both of them are placed under PULSE Hypno’s Hypnosis, and forced to fight the player. After her defeat, she’s freed from Hypno’s control, as it is ordered to control the player next. Before she can realize where she is, however, Shelly is almost immediately forced to sleep. She does not appear in The Void.
Later on, Anna arrives at the Workstation and wakes up Shelly. She’s confused regarding her whereabouts and Cain’s status. Not long after, she heads back with Radomus, Serra, Anna, Lumi, Eve, and the player to Calcenon City.
Calcenon City[]
Back at Calcenon, Shelly is distraught about the loss of Cain. She informs the player that they went after Anna and Noel, but found that the Workstation’s doors had been locked as they were leaving. Shelly apologizes to the player for having been a hindrance. Having dwelled on it enough, Shelly finds it best to go speak to someone else.
Zekrom Route/Mixed Route
Reshiram Route
Shelly is next found in the building besides the left fountain. Hardy immediately leaves to Agate City, and Shelly wonders if Serra, Florinia, the player and her, should follow him. Despite Florinia’s warnings about the Agate invasion being a trap, Shelly follows Serra to the city.
Shelly is next found in the building besides the left fountain. She listens to Titania and Florinia’s discussion regarding Team Meteor’s attack on Agate City. Because of Titania’s insistence on striking back, Shelly assumes they’ll go help Ciel and Samson. Titania wakes up Hardy, and Shelly follows them both to Agate City.
Agate Circus Checkpoint[]
Just before entering Agate City, Shelly can be found in the western entrance to Agate, in Agate Circus. While she’s keeping a multitude of people from going into Agate City, she explains the situation to the player. While many wish to go back to Agate City, some who are still there are fleeing the city because of Team Meteor. She advises the player to take the southern entrance into Agate City, and assures them she’ll join them as soon as she can.
Agate City[]
During Team Meteor’s strike on Agate City, Shelly spots Lin with her Hydreigon and the Relic Stone. She calls Ciel and Samson for help, and the player soon finds them fighting Lin. Shelly witnesses Lin using Gossip Gardevoir to kill Ciel (if the player agreed to give Blake the Ruby Ring earlier)/Samson (if the player refused to give Blake the Ruby Ring earlier). Lin soon leaves, leaving Shelly and Samson/Ciel distraught over the death of a friend. Because of this, Shelly blames herself for having asked for help. She is reassured by Samson/Ciel that she was right to ask for it. This insecurity continues to plague her, however. She feels guilty for both Cain and Ciel/Samson’s deaths. Hardy soon enters the scene, however, and tells her that she shouldn’t let up on herself. He also tells her that she’s not to blame for taking on something beyond her capabilities, and sends her to Titania.
Labradorra City[]
Shelly is next found in Labradorra City. As the player watches Saphira face Lin, Shelly interferes, ordering her Yanmega (Heather) to shoot Lin with an Air Slash. At first, Saphira calls Shelly “that girl”. In response, Shelly tells Saphira her name, and declares that she will one day be the greatest Bug Type Gym Leader in the world. Saphira acknowledges Shelly, who helps her up to continue fighting. As reinforcements arrive, Shelly retorts to Lin’s comment that friends do not help. “Watch us!”, she responds, and works alongside Florinia, Saphira, Serra, and Titania (if in Reshiram route) in order to stall Lin. Their plan is to give the player enough time to disable PULSE Clawitzer. Once this is over, and Lin has escaped, Shelly moves forward with everyone to Labradorra Arena.

Inside Labradorra Arena, Shelly is forced to participate in Terra’s tournament along with several other Gym Leaders. In the first round, Terra pits her with Julia against Saphira and Charlotte. Shelly gets called “BOOTLEG BUGSY” by Terra, so she asks if she’s always so mean. Saphira explains to her that it’s only a ploy to get under her skin. After Terra activates a Swamp Field, Saphira acts very confidently regarding defeating Shelly. To this, Shelly replies with her own confidence, telling her that she’s not afraid, and that she’ll prove her name is worth remembering. Shelly and Julia lose the first round, and stay deleted until the tournament is over. From here on, Shelly isn’t present anymore in the main story.

While Anna gathers wishes to support the player, Shelly once again declares that she’ll be the greatest Bug Type Trainer in the world. That is, the one she and her friends have fought for.
Nightclub[]
Just after the main game, Shelly can be found in the Nightclub, sitting around the same table as Cal. She’s happy, but disappointed to see the player. Julia told her that they’d been pulled into a nightmare by Darkrai, unable to break out. Since the player had helped her so many times, Shelly wanted to become the player’s hero by saving them from Darkrai. Naturally, she can no longer take this opportunity now that the player’s been freed. She doesn’t realize that Julia lied to her. Shelly welcomes the player, and is glad they’ve made it back nonetheless.

While time traveling, Taka and the player end up near the end of Charous Hall, ten years into the future. As they walk up a set of stairs, Shelly begins to speak to them. She welcomes them back, and briefs them on what’s been happening. People at first were at a loss regarding what to do without the player. Shelly doesn’t think this is necessarily bad, however, as she believes that sometimes, people need to take charge of their destiny. If anything, things worked out well for Reborn, as it has become a great center for research and battles, connected to many other regions. Yet, Shelly admits that the pair has been missed, and that she enjoyed her time with both of them. She notes that she’s being sentimental, and explains that she’s learned to open up to her friends.
Once Taka and the player finish going up, she fully reveals herself. She’s taller, her face looks older, her hair’s longer, and she’s using new clothes. She explains that she’s customized her room to trees and fairytales, the latter of which she became interested in thanks to Titania. Due to her studies, she has already figured out that the pair ran into an exhausted Celebi, who pulled them through time to find the Relic Stone. After becoming Champion, Shelly still felt restless. Therefore, besides her work on Reborn, she has extensively studied Legendary Pokémon. She’s even in line to become a Pokémon Professor by the end of the year.
Having said all of this, she shows Taka and the player the Relic Stone, and a fully healed Celebi. But, she doesn’t send them away yet, as she’s missed a crucial step in her Championship: fighting the prior Champion. Thus, she challenges the player, longing for a real battle. Although she loses, she is incredibly satisfied with the battle, claiming it’s the best one she’s had in her life. She’s impressed with how the player remains more skillful than her with ten years of training on her back.
The last bit of information she gives is about the Relic Stone. She explains that it’s self-correcting: if they take the one in front of them to their present, the other Relic Stone they left behind will cease to exist. It was highly difficult to acquire the Relic Stone, according to Shelly.
Lastly, she offers the player and Taka to fly them to Agate City, in order to greet several people who wish to see them. She also asks Taka to be nicer to her 10 years back, while she’s still coming out of her shell.

She goes on, telling Elias that Taube’s manuscripts have led to many new findings on Reborn’s history and ancient traditions. As Champion, Shelly held herself to the responsibility of helping her region reconnect with its history.
Having said all of this, she shows Elias and the player the Relic Stone, and a fully healed Celebi. Rhodochrine Jungle[]
Eventually, Shelly receives an invitation from Laura to have a picnic at Rhodochrine Jungle with Lumi, Eve, Heather, Noel, the player, and her. Shelly accepts, and comes to Rhodochrine Jungle. The player later comes as well, and Shelly offers them a plate, informing them that it took a while to find a suitable spot in the jungle to have a picnic.
While the player’s at The Spyce, picking up Laura’s order, a strange aura began to affect Rhodochrine Jungle. Shelly chose to follow a few Pokémon who were fleeing to The Underroot to try and see what they were running from.
Soon after, Shelly gathers back at the picnic site with Lumi, Eve, and the player. The four think of a way to break the barrier at the top of the tree. Shelly, having explored The Underroot, notes that there were several Z-Cells in said place. Since the barrier looks like Z-Cells as well, Shelly recalls a myth she read once about an Yveltal, a tree, and a snake that gnaws at its roots. Drawing inspiration from this myth, Shelly suggests using a Zygarde to break the barrier. Lumi and Eve are somewhat skeptical about the idea, so she presumes a Zygarde may eventually appear as an Anomaly. This convinces both them, and the three settle to keep the situation contained while the player goes out to search for a Complete Forme Zygarde.
In time, Shelly figures out how to use a Zygarde to break the barrier. By the time the player’s back at Rhodochrine Jungle, she’s already in The Underroot, waiting. When the player meets her, she presents her theory: the barriers are most likely parts of an improperly formed Zygarde, that has sent Z-Cells underground through the root system. Her theory was also backed by the fact that linked Legendaries often spawn in the same places. Her plan is to have the Complete Forme Zygarde send an attack through the roots, which would spread throughout the entire tree, and dispel all barriers at once. Shelly’s plan works, and Zygarde absorbs erratic energy from the tree. She tells the player she’ll check a few more things before supporting them.
Postgame Credits[]
During the postgame credits, Shelly is shown to be about to challenge Heather within her Elite 4 Room. Heather assumes she's getting a tour of the League from the player. Shelly, however, declares that she wants to have a practice match with Heather, as she intends to challenge every Leader. Heather engages in friendly banter with Shelly, who retorts by telling her she likes how confident she is, just before having her world turned upside down. This excites Heather, who sees that Shelly's being more confident. In turn, Shelly gets anxious, as she thinks she's being rude. Heather tells her she's not mad at all, so the two continue their banter just before their match begins.
Another Time[]
Now in Agate City, alongside Heather, Shelly explains that she contacted as many people as possible to celebrate the player’s return. However, not all could be present due to the short notice. Shelly also informs them that some of them came from various parts of the world, as they often travel abroad. Many of them have reached the party. Shelly and Heather then send the player and Taka (Zekrom route)/Elias (Reshiram route) away to speak with everyone else. When they’re done, Shelly can be spoken to again, in order for her to send them back to the present. Before this, however, she organizes a group picture with everyone who’s celebrating.

Shelly is battledon a Forest Field in Double Battle format and she has two Hyper Potions.

- Shelly's name is a word play on 'shell', another name for an exoskeleton, which protects the body of some bugs.
- Shelly is the sister of Bugsy, the Bug-type Gym Leader from the Johto Region. Its hinted that he doesn't pay attention and neglects her.
- Some of Shelly's Pokemon are named after people that are important to her.
- In her Gym Battle, she has a Yanmega named Heather and a Volbeat named after her brother.
- Later on, she has four other Pokemon named after Cain, Anna, Noel and Cal.
- She then later has a Pokemon named after the player (with the same respective gender).
- It is implied that her family ignoring her and an incident with Cal when she was younger lead to her timid personality.
