You're right as it's probably not very good. I would say mainly because of a lack of Shrine of Order as well as over-investment into weapon. A build doesn't NEED shrine of order to be good, I have an old build that made it to like, 1000 ELO without shrine. But builds will almost always be better with shrine.

First I'd say to invest less into MED. Right now it deals 26.6 at 100 MTL 80 MED 0 PROF, and I think you should tune down that med to 40 to meet the weapon's requirement. I do understand a club talent is at 55 MED however currently, if you put those 40 points into Fortitude, you can get Reinforced Armor. After this change the weapon will deal 26 damage. That's only 1.6 DMG for 40 points. This weapon has terrible scaling so I actually agree with 0 PROF on this. As well as you could put 40 INT for Perfect Flash, Everchanging Aegis, and Overflowing damn as well as a static 80 Ether.
As well as your only medium weapon mantra is Masters Flourish, with only 40 MED it's still possible to get, but would be LVL 2 so I'd suggest replacing this mantra. Speaking of Mantras, you don't have a Mobility one, so I'd suggest Metal Ball, as it can be good for applying pressure and not letting people escape.
(If it's because you can't reach to like, those mantra slots, I'd suggest putting your mobility as like, M3 or B/any other closer letter than those. I personally use M3 for Mobility slots as I know if I've got to move, press M3. Or if there is no mobility just the closest move to one.) Masters Flourish is a close range mantra, so I'd suggest Iron Hug or Metal Armament. Or you can choose the mantra you think you'd do best with.
I think the Ironsing here is fine as there is a talent at 100 IRN. But generally people put 80 ELM for lvl 5 mantras, as well as generally 80 will get most talents. Doesn't really apply here though so good enough job I guess.
I see you didn't put Ghost as a talent. I assume this is a mistake as there isn't really any good AGL talents pass 25 for Speed Demon. If you do use this 1 handed, Speed Demon won't work as it has innate Bleed.

It goes higher CHR for Unnecessary Theatrics and Manipulator which means if you land a critical against a charmed opponent (They could be charmed by: Hitting them with mantras, them hitting you while being the same race or oath... I think, and Unnecessary theatrics I'll talk about.) Landing a critical will then deal 20% more damage as well as re-charm them, if they weren't charmed before they would be after. As well as the other charm caster tree that increases your damage against charmed opponent by 10% and decreases damage by charmed opponent by 10%, and the other ways of charming them that have been said. I didn't get ALL the talents but, I think I got most. As well as there is an extra 4 points, maybe with a different race you could get an extra 5 for something.)
